Mitigation banking, namely, establishment, restoration, enhancement, and preservation of mitigation banks in the nature of environmental and species habitats and natural resource sites to offset or compensate for expected adverse ecological impacts of development projects in other areas (term considered too vague by the International Bureau pursuant to Rule 13 (2) (b) of the Regulations); mitigation banking services, namely, generation and sale for others of compensatory mitigation credits to development project permittees (term considered too vague by the International Bureau pursuant to Rule 13 (2) (b) of the Regulations).
